The Ordnungsamt (Office of Public Order) brings together several citizen-service areas under the supervision of the city government. These include the Zulassungstelle (Licensing Office) and the Ausländerbehörde (Authority for Foreigners), among others.

The Ausländerbehörde is also a part of the Ordnungsamt, although it may be found at a different address. It is recommended that foreigners hand in applications first and then wait for a response – and an appointment – from the Ausländerbehörde (a.k.a. Ausländeramt). For most questions, it is better to speak to the authorities after you have submitted an application, not before.

The services of the Ordnungsamt primarily concern issues of security and order. The Servicezentrum Rund ums Auto (All about cars service center) is particularly important. Its services include: vehicle registration for cars, trucks, motorcycles, etc., the issuing of driving licenses, taxicab permits, and resident parking permits.
